DERs suffer from a "little data" problem. It is too hard and expensive to gather data full stop. This includes data from building management systems, on-site generation / storage, and electric usage / billing data from utilities.
Leveraging open technology gets us part way there, but policy support is necessary to restrain the unfair gatekeeping power of utilities over your personal data. The tactics used by big incumbents to prevent information sharing include blocking, throttling, poor APIs, lack of standardization, and erecting bogus cybersecurity hurdles.
