He is also a Senior Fellow at UC Berkeley’s Institute for European Studies, Chief Scientist and Faculty Chair of the IEX Research Accelerator & Think Tank, and Founding Faculty Director of UC Berkeley’s Sutardja Center for Entrepreneurship & Technology (SCET). A globally recognized scientist, inventor with over 60 patents, and tech entrepreneur, Ikhlaq has consistently operated at the intersection of advanced technology, policy, and market impact. His leadership spans multiple international initiatives, including Rise Europe, and he continues to advise global institutions on AI, innovation, and systems transformation.
In this compact keynote, Ikhlaq will first unpack recent developments in artificial intelligence, with a focus on large-scale models, sovereign AI infrastructure, and the shifting regulatory landscape.
