Clinton Lawrence-Whyte, Director General, Procurement Assistance Canada

Clinton Lawrence-Whyte joined Procurement Assistance Canada as its Director General on November 30, 2020. Prior to this, Clinton was the Acting Director General of the Procurement Business Management Sector, Procurement Branch, Public Services and Procurement Services Canada, responsible for leading the provision of strategic and operational expertise and support to procurement operations. Clinton previously held the position of Senior Director, Business Integration and Liaison Directorate, Procurement Branch, Public Services and Procurement Canada. 

Clinton has also served in executive roles in a number of federal departments and central agencies. At Global Affairs Canada, he led a significant horizontal review to identify savings, eliminate overlap and duplication and foster efficiencies following the merger of the Canadian International Development Agency and the Department of Foreign Affairs and International Trade. Clinton also led the development of the amalgamated department’s first investment plan. 

While working at the Treasury Board Secretariat, he led a number of public sector modernization initiatives. Clinton also completed a nine-month Executive Assignment with the Canadian Chamber of Commerce under the Government of Canada Fellows Program.

Clinton also worked at Western Economic Diversification Canada as the Director, Strategic Policy and Advocacy, based in their Ottawa Office. Clinton first joined the Government of Canada as a participant in the Accelerated Economists Training Program. 

Clinton holds a Bachelor’s Degree (Honours) in Political Science from the University of Winnipeg and a Master of Public Administration from both the University of Manitoba and the University of Winnipeg.

Stéphane Champagne, Supply Team Leader, Procurement Assistance Canada

Stephane Champagne is a Supply Team Leader with Procurement Assistance Canada (PAC) – National Capital region. With PAC, Stephane engages with the supplier community to help them to better understand how the federal government buys goods and services in an effort to make it easier for smaller businesses to bid on federal contracting opportunities.

Clinton Lawrence-Whyte s’est joint à l’équipe de Soutien en approvisionnement Canada à titre de directeur général le 30 novembre 2020. Avant cette nomination, Clinton occupait le poste de directeur général par intérim du Secteur de la gestion des activités d’approvisionnement, Direction générale de l’approvisionnement, Services publics et Approvisionnement Canada. Son travail consistait à diriger les activités visant à fournir une expertise stratégique et opérationnelle et du soutien dans le cadre du processus d’approvisionnement. À Services publics et Approvisionnement Canada, Clinton a également assumé la fonction de directeur principal de la Direction de la liaison et de l’intégration opérationnelle à la Direction générale de l’approvisionnement.

Clinton a également été cadre dans divers ministères fédéraux et organismes centraux. Lorsqu’il travaillait à Affaires mondiales Canada, il a chapeauté un important examen horizontal visant à réaliser des économies, à éliminer des chevauchements et des dédoublements, et à favoriser l’efficience à la suite de la fusion de l’Agence canadienne de développement international et du ministère des Affaires étrangères et du Commerce international. Clinton a aussi géré l’élaboration du premier plan d’investissement du ministère issu de cette fusion.

À l’époque où il travaillait au Secrétariat du Conseil du Trésor, Clinton a piloté un certain nombre d’initiatives de modernisation du secteur public. Il a aussi obtenu une affectation de neuf mois comme cadre à la Chambre de commerce du Canada dans le contexte du Programme des dirigeants et dirigeantes émérites du gouvernement du Canada.

Par ailleurs, Clinton a travaillé à Diversification de l’économie de l’Ouest Canada depuis le bureau d’Ottawa en tant que directeur, Politiques stratégiques et représentation. Au départ, Clinton a joint le gouvernement du Canada comme participant au Programme de formation accélérée pour les économistes.

Majid Charania, Director of Compliance, Competition Bureau of Canada

Majid is Director of Compliance with the Competition Bureau of Canada. He is responsible for promoting compliance by businesses of all sizes with the Competition Act and other labelling statutes that fall under the responsibility of the Bureau. Prior to assuming this role, Majid was Special Advisor to the Commissioner of Competition, the head of the Competition Bureau. 

He has significant enforcement experience leading or participating in complex merger reviews and abuse of dominance cases, both at the Bureau and at the European Commission as a visiting case handler. He also has experience litigating on behalf of the Commissioner and providing legal advice to the Bureau as counsel with Competition Bureau Legal Services, a unit within the Canadian Department of Justice. Prior to joining the Competition Bureau, he worked for a national law firm and in sales and marketing for a major integrated oil and gas company. 

Majid holds a Certified Compliance and Ethics Professional (International) designation from the Society for Corporate Compliance and Ethics, as well as a JD from the University of Ottawa and an international bachelor of business administration from the Schulich School of Business at York University.
