How can we radically rethink the way international civil society shows up in solidarity with local actors? What would it look like if INGOs and funders responded to the needs and visions of local civil society, rather than the other way around?

This interactive workshop will explore the ‘Reverse Call for Proposals’, a bold prototype developed through the RINGO (Reimagining the INGO) initiative that turns the conventional funding model on its head.

Instead of funders and INGOs issuing calls for proposals, local organisations define their priorities and invite international actors to support them—on their terms. Support might include funding, technical assistance, advocacy, legal support, or other resources that respond directly to what local communities say they need.

What to Expect

  • An overview of the Reverse Call for Proposals model—what it is, why it matters, and how it’s being implemented

  • Real-world examples of local CSOs taking the lead and INGOs stepping into support roles

  • Interactive discussion and breakout exercises to explore how this approach could be adopted and scaled

  • A chance to reflect on how power, success, and solidarity are defined—and redefined—in civil society partnerships

For too long, funding relationships in international development have reinforced power imbalances, with INGOs acting as gatekeepers and local organisations relegated to subcontractor roles. The Reverse Call for Proposals is a practical, scalable way to shift power, promote justice, and center local agency.
