CID Congress #1

​This is a series of working sessions towards making CIDs easier to use: more deterministic, better compatibility, leaner libraries. This is #1, and we may have up to ~3 (the fewer the better).

Expectations:
- These sessions are for implementers and users of libraries that make or work with CIDs.
- Before you come, please read the "pre-reading" links below and comment on the DASL proposal
- Thoughtful alternate proposals or descriptions of your project's needs are also welcome. If you would like to present (5-10 minutes), please contact mosh@ipfs.io.
