Speakers and Panel
George Tsirtsis is Senior Director of Technology at Qualcomm, overseeing key technologies and platforms in Europe, including Artificial Intelligence across compute systems-on-chips (SoCs). With 25 years of experience, he joined Qualcomm in 2007 through its acquisition of Flarion Technologies, a technology startup. Prior to that, he worked at BT R&D labs in the UK. George holds an MSc in Telecommunications and Information Systems from the University of Essex.
Roberto is an AI technology and product leader with over 20 years of experience in semiconductor hardware and software. He is Director of Product Management for the NPU AI accelerator at Qualcomm. He previously held leadership roles at Arm, Graphcore, and Blaize. Roberto advises Silicon Catalyst, mentors at London Business School, and holds a degree in AI and Quantum Computing as well as an Executive MBA from London Business School.
Uttam is a seasoned leader with experience in Developer Products and Developer Relations. He currently works as Vice President, Developer Relations at Qualcomm and is based out of Silicon Valley, California. In his earlier roles Uttam led Global Developer Programs at Google, where is also led Google's Startup Accelerator Program. Uttam has previously worked as Management Consultant at Booz & Co. and Software Developer at Amazon. Uttam holds Computer Sc. degree from IIT Kanpur, India.
Vikas Dhingra is Senior Director of Business Development at Qualcomm, where he focuses on advancing the company’s AI capabilities across platforms, SoCs, and software solutions. He drives the adoption of on-device AI by building partnerships with OEMs, ISVs, and developers. With over 25 years of experience, he previously served as a strategic consultant at Nokia Bell Labs, advising major telecom operators on the techno-economic aspects of emerging technologies, including 5G and network modernization.

Collaborating with leading universities, he bridges academia and industry to support deep-tech innovators. He is a Royal Society Entrepreneur in Residence for The University of Oxford. He is also a Royal Academy of Engineering Visiting Professor in Computer Science Innovation and Entrepreneurship at Oxford Brookes University.
