Unlocking the full potential of behavioural insights for policy: from influencing the individual to shaping the system
This month we have Marion Dupoux, behavioural scientist at the European Commission's Competence Centre on Behavioural Insights who will share a new position paper on the transformative potential of Behavioural Insights (BI) in policymaking.
We challenge common misconceptions among policymakers, such as the belief that BI is limited to designing behavioural interventions or fixing existing policies with marginal effects. Instead, we demonstrate how BI can contribute across various policymaking contexts, including behavioural interventions, single policies, policy mixes, policy interconnections, and systems-level approaches.
Drawing from our work, we showcase examples and future plans aimed at achieving systemic change and fostering policy coherence. Our BI unit is embedded within the EU Policy Lab, which gathers BI with Design for Policy and Strategic Foresight—two disciplines focused on understanding and addressing systemic issues. This paper sets the stage for the development of a behavioural systems methodology within the (EU) policymaking framework.
