About Event

When natural disasters strike, communities need to rebuild quickly—but not at the expense of quality or long-term sustainability. Join ADL Ventures and The ABC Collaborative for a timely discussion on how Industrialized Construction (IC) is transforming disaster recovery efforts across the U.S.

IC offers a scalable, high-quality, and cost-effective solution for rebuilding homes and infrastructure. With a productized approach, IC allows cities and states to rapidly respond to large-scale housing needs while also creating permanent, resilient housing stock. From emergency response to long-term recovery, IC bridges the gap between resiliency and relief.

This event will explore real-world applications of Industrialized Construction in regions like Lahaina (Maui), the Midwest, and Western North Carolina—areas that have faced devastating climate impacts. Attendees will gain insights from leading manufacturers, disaster recovery coordinators, and federal policy experts on:

Tim Nichols, Panel Moderator, ADL Ventures

Tim Nichols develops industrialized-construction ecosystems that deliver faster, lower-cost housing. Over 15 years, he has combined technology, manufacturing, and finance to speed post-disaster rebuilding and expand affordable supply. From startups to large enterprises, he has consistently empowered teams, initiated game-changing relationships, and executed impactful projects.

Marion McFadden, Vice President of Disaster Recovery at IEM

With over 25 years of experience, Marion McFadden is a nationally recognized leader in community planning, affordable housing, and disaster recovery with a track record of helping communities resiliently recover from disasters, navigating complex challenges, and delivering innovative solutions to address our nation’s housing crisis. She has managed multi-billion-dollar budgets, led federal grant programs, and forged public-private partnerships to address the housing crisis and homelessness, as well as support disaster-impacted communities. As HUD Principal Deputy Assistant Secretary, Marion sought feedback on how HUD administers CDBG-Disaster Recovery grants and implemented dozens of changes to allow states and local governments to rebuild more quickly. As Senior Vice President for Public Policy and Senior Advisor for Resilience at Enterprise Community Partners, McFadden shaped affordable housing policy, research, and advocacy to drive resilience at all levels of government. Previously, she played a key role in Hurricane Sandy recovery, serving as Chief Operating Officer and Acting Executive Director of the federal Hurricane Sandy Rebuilding Task Force. There, she co-founded the Rebuild by Design competition, bringing world-class innovation to flood protection and shaping 69 long-term recovery recommendations—many of which influenced national disaster policy. Marion also served on the Bipartisan Policy Center’s Disaster Recovery Reform Task Force.

At IEM, Marion spearheads recovery initiatives, driving innovative strategies and impactful solutions to help communities rebuild stronger, safer, and more resilient after disasters. 

​Matt Belcher, Verdatek

Matt Belcher is a nationally recognized builder, consultant, and educator with over 40 years of experience in resilient and energy-efficient construction. He has led efforts across the public and private sectors to improve how we build and rebuild, especially in response to natural disasters. As a former Deputy Director of Inspections in St. Louis County, Matt played a pivotal role in emergency preparedness and recovery following the 1993 Flood, helping to establish contractor licensing and damage assessment systems that informed future recovery frameworks.

Matt has built and renovated high-performance homes and buildings using modular and panelized construction methods that exceed energy codes by over 70%. His work emphasizes “Net Zero” and “Net Zero Ready” homes and sustainable community development. As past Chairman of the NAHB Building Systems Council and a long-time member of ICC and DOE working groups, he has influenced national building codes and policies that promote cost-effective resilience.

Currently Chair of the AGC of Missouri’s Environmental Committee, Matt continues to train builders, code officials, and government leaders on the application of industrialized construction for disaster recovery and long-term sustainability. His advocacy has reached Capitol Hill and the White House, where he has championed the business and climate benefits of high-performance building.

Eric Schaefer, Chief Business Development Officer at Fading West

Eric Schaefer serves as the dedicated and committed Chief Business Development Officer at Fading West Development, headquartered in Buena Vista, Colorado. Fading West specializes in innovative housing solutions, including modular manufacturing, tailored to meet the needs of communities. The company builds high-quality homes more cost effectively, faster and smarter by integrating LEAN manufacturing principles with thoughtful design. Eric is instrumental in driving the company’s mission, forging strong partnerships with developers, non-profits, and municipalities across Colorado, Hawaii, and the region. Since the facility’s opening in 2022, Eric has played a pivotal role in advancing 25 projects, resulting in the creation of 500 homes across the western frontier.

Recently, Fading West constructed over 80 units to provide temporary disaster relief for those affected by the Lahaina fire in Hawaii. Eric’s steadfast commitment to creating attainable housing for everyone, is grounded in his extensive experience in ministry, non-profit work, and donor relations throughout the Southeast and California. Notably, in 2023 Eric testified before the Senate Banking Subcommittee on Housing, Transportation, and Community Development on “Housing Supply and Innovation”. In March 2024, he was a recipient of the “Volunteer of the Year Award” by Modular Building Institute for his commitment and contribution. In May 2025, Eric testified before the House of Representatives Committee on Housing and Insurance, sharing how modular can be part of the solution for the affordable housing crisis.
