​Viktor is a tech entrepreneur and investor with over a decade of experience fostering technological innovation with social impact. As a Partner at 1991 Ventures, a London-based early-stage venture fund, he focuses on helping mission-driven startups from CEE and Ukraine fulfil their potential through funding & growth opportunities.

​Viktor started backing early-stage startup founders in 2016, opening the 1991 Accelerator. The Accelerator has over 80+ active alumni, whose total investment raised reached $33.8M. Viktor has 12+ years of experience leading the development of civic tech & gov tech solutions within the SocialBoost RnD department, successfully releasing platforms like the Participatory Budget Platform and DOSVIT, enhancing transparency and citizen engagement across more than 100 Ukrainian municipalities. Was selected the Peace Ambassador of One Young World.
