To clarify, yes you can just come and design without a developer and participate/win.
HOW'S IT WORK
Devs - you'll have 4 hours to ship something cool. Use the tech stack you're most productive in or try something totally new. You’ll have access to tools, resources and templates so even beginners can participate.
Designers - you'll have 4 hours to design something cool. Follow the brief, use exiting design templates, or get as creative as you want to help 'solve the customer problem'.
