Nicole Allen
Position: Program Coordinator, Army Small Business Innovation Research (SBIR)
Nicole Allen is the Army Small Business Innovation Research (SBIR) Program Coordinator. She has held this position since June 2024. Prior to assuming this role, Ms. Allen served from 2019 through 2024 as a contractor in support of Army intelligence programs and the Army SBIR Program. During her years of service, she specialized in reviewing and recommending improvements to program management processes, strategic initiatives for the Army SBIR Program, and in educating small businesses on how best to utilize the program. She continues to perform these functions while focusing her strategic efforts on process improvement, expeditious notifications to firms, and operational coordination of the Army SBIR Program. Prior to her time supporting the Army, she served five years on active duty as an Army Logistics Officer. She has received several awards including the Meritorious Service Medal, Army Commendation Medal, and Army Achievement Medal.
Shadi Azoum
Position: NAVWAR SBIR/STTR Program Manager
Mr. Shadi Azoum is the current Program Manager for the NAVWAR Small Business Innovation Research (SBIR), Small Business Technology Transfer (STTR), and Rapid Innovation Fund (RIF) Program Management Offices. He has served in this position since June 2016. Prior to this position, Mr. Azoum led the Science and Technology (S&T) portfolio for PEO C4I, PMW 130 (Information Assurance and Cyber Security Program Office) as the Assistant Program Manager (APM) for Science and Technology (S&T) since May 2011. Mr. Azoum has a Bachelor of Science (BS) in Computer Science and Master of Science (MS) in Information Security from Florida State University.
