The steps
install either local VS Code (free download) or Github Codespaces (you can use alternatively Cursor/Windsurf with sufficient credits)
Install Roo Code VS Code plugin and it will guide you how to setup the Requesty API key
make sure your laptop is prepared and
npx create-sparc init (see https://github.com/ruvnet/rUv-dev)
can be installed so that different Roo modes are created automatically in an empty folder
