About Event

The Policy Entrepreneurs Network (PEN) is excited to co-host a workshop with the POPVOX Foundation on navigating the post-Chevron landscape. Throughout this half-day workshop, participants will gain an in-depth understanding of the post-Chevron legal landscape and develop strategies to engage effectively with Congress and agencies.

Guest Speakers:

Marci Harris is the founder and Executive Director of POPVOX Foundation, CEO of POPVOX, Inc., an adjunct professor at the University of San Francisco School of Management, and a lecturer at San Jose University. Her expertise lies in fostering innovative approaches to policy engagement and Congressional modernization. Before founding POPVOX, Marci worked for a senior Ways and Means member in the U.S. House of Representatives covering tax, trade, and health. She got her start in public service by leading Jackson, Tennessee’s rebuilding efforts following a 2003 tornado. Her history of public service and innovation led to Fast Company honoring her as one of their ‘Most Creative People in Business 1000’ in 2014.

Paolo Mastrangelo is the Co-Founder and Co-President of American Policy Ventures. Previously, he was the President & Head of Government Affairs at Humanity Forward, a senior Public Affairs Advisor at Holland & Knight LLP, and a Legislative Assistant at the U.S. House of Representatives. An expert in increasing avenues for effective bipartisan advocacy, Paolo started his career in Congress working on Dodd-Frank Wall Street Reform legislation after the financial crisis, later turning towards entrepreneurial efforts in the advocacy space.

James Quinn is currently Chief of Staff for Sen. Bill Cassidy (R-LA), who is a ranking member of the Senate HELP Committee and the Senate Finance Committee. He was previously Chief of Staff for the Senator when he represented Louisiana in the U.S. House of Representatives. Additionally, he served as the Director of Boards and Commissions for the Louisiana Office of the Governor, and the Executive Director of the Republican Party of Louisiana.

Brendan Dunn is the founder and partner of Phronesis, a government relations consulting firm. He previously served as a Partner at Akin Gump Strauss Hauer & Feld LLP, a policy advisor and counsel to former Senate Majority Leader Mitch McConnell (R-KY), and counsel to the Senate Committee on Finance. Holding a PhD and JD, Brendan is a foremost expert in democracy, strategic advocacy, and sectoral work across government
