About Event

This session will kick off Climate Policy as a topic for Climate Circle Lisbon and introduce the audience to the current state of climate policy in Portugal. These are:

  1. Lei Bases de Clima (Basis of Climate Law)

  2. Plano Nacional de Energia e Clima (National Energy and Climate Plan)

The session will then turn to exploring what can be done to improve the status quo:

  1. What role can citizens play in addressing the Climate Policy agenda?

  2. How can citizens become more involved in decision making for climate ?

  3. How can climate policy be more effective?

With this in mind, we have invited a panel of experts to discuss these topics, and leave open space for our audience to provide their thoughts.

Experts invited:

  • Miguel Costa Matos: Leading a team of 23,000 activists at Juventude Socialista, the youth organisation of Portugal's Socialist Party, since 2020. Member of Parliament since 2019, elected in the Lisbon region. Economist by training and self-described policy entrepreneur hoping everyday to find a better way for our society. Led the drafting of the Portuguese Climate Law, among other policy issues;

  • Inês de Sousa Real: Heading up PAN (People-Animals-Nature) and lawyer by training. She specialises in Legal-Political Sciences and Administrative Litigation. She also holds a MSc in Animal Law and Society from the Autonomous University of Barcelona. She is currently also the spokesperson for PAN and a member of the Assembly of the Republic;

  • Carlos Teixeira: a Lisbon-born biologist, is a member of the LIVRE party. He has a background in conservation biology and environmental engineering. He has been an advocate for environmental sustainability, animal rights, and urban development reforms; has held leadership roles in the Liga para a Proteção da Natureza and the European Environmental Bureau, actively promoting progressive policies at both local and international levels. Currently acting as Senior Policy Officer at CCDRLVT and serving as Lisbon City Council Member.

  • Tiago Domingos (moderator): Tiago Domingos, an associate professor at the University of Lisbon's IST, specializes in Environment and Energy. He holds an M.Sc. and Ph.D. in engineering from IST and coordinates the M.Sc. in Environmental Engineering. Domingos has taught courses like Thermodynamics and Sustainable Development, supervised over 20 PhD students, and leads IST-Ambiente and MARETEC. His research focuses on Ecological Economics and Modelling, aiming to establish a mathematical foundation for sustainability assessments. With over 100 published papers, he has led more than 40 research projects, securing over €10 million in funding. He also founded Terraprima, a climate solutions company that won a European Commission award in 2013.

  3. Expert panel and Q&A: Speaker panel, starting with moderator topics and then opening up to questions from the audience (40min)

  4. Network moment: Space for the audience to connect with each other and the speakers (40min)

This session marks the starting point in enabling our community to be an active voice for the climate policies we need. We hope you can join us!
