Shaun and Jessica from the Responsible AI team in GovTech will introduce the Agentic Risk & Capability Framework, a technical governance framework that enables organisations to manage the safety and security risks of agentic AI systems through a risk-based approach. Learn how this framework helps organisations systematically identify, measure, and mitigate agentic AI risks through a structured risk-based approach, from baseline safeguards to capability-specific controls. We will also share details for how to implement the ARC Framework at the organisational or agency level, focusing on how governance teams and AI developers can use the framework to effectively identify, measure, and mitigate risks of agentic AI systems. More About the Speakers
Shaun Khoo and Jessica Foo are the technical leads for the Responsible AI team within GovTech's AI Practice, specifically focusing on AI safety, robustness, and fairness. Their previous work includes developing the first version of LionGuard, a Singapore-contextualised moderation guardrail, and conducting fairness assessments for an internal GenAI tool.
Before this, Shaun was a data science team lead deployed to the Ministry of Manpower, and graduated from Columbia University and Oxford University.
Jessica previously developed computer vision web platforms and mobile application for GovTech, and holds a B.A. Economics from the University of Pennsylvania, M.Sc. Statistics from the University of Chicago and M.Eng. from the National University of Singapore.
John Ang is an Associate Director in the AI & Data team at Temus, where he leads initiatives that harness artificial intelligence to drive digital transformation across public and private sectors. He focuses on solving complex business problems by unlocking value from data through scalable AI solutions. His work spans strategy, product development, and delivery—bridging technical depth with real-world impact.
